Or maybe he just remembered Colin Farell in The Lobster and realized Farell can play the same type of Penguin as Jonah Hill.
My first thought was this is Matt Reeve's reaction to Jonah Hill turning down the role. He maybe didn't want his looks to be cartoonishly exaggerated and be identified as looking like Penguin afterwards.
This is perhaps Matt Reeve's ridiculous 180 degree turn as a result.

Love this grumpy and brutal Penguin.I can easily see Colin as a younger incarnation of the Penguin from the Arkham games. Not only is this version similarly European, but he also lacks the trademark "beak nose" we generally associate with the character. As for the more obvious differences between the two, much of that can be attributed to age-related decline, not to mention poor lifestyle habits.
