I think Mist – the third eye tattoo is consistent with the character, demonic horns tattoos suggest a magical character, and the tooth around his neck... well he is from Africa so would fit...

The third eye definitely makes me lean towards Mist. A modern day urban witch doctor would probably look like that IMO.

Considering that SS will be doing alot of world building, and that the plot is said to revolve around June Moone/Enchantress, he's probably Doctor Mist.

He has ARGUS ties (their paranormal expert) and is a member of the JLD. So Mist makes more sense.

Dr. Mist's painted circle on his forehead is a reference to the symbol of sun in his old visual, and the circles glow when he uses magic. It's not meant to be a third eye.

I hope it's Tattooed Man because I also wouldn't like Bronze Tiger with that look.
