I think the main problem with a Ms. Marvel franchise is the effects budget they would need to get it started. Flying and big destructive battles cost major moolah and she doesn't have the name recognition to warrant the necessary investment.
Then Marvel can lower her abilities and action sequences. Miss Marvel could still be very formidable without being the powerhouse she is from the comics. They could make it more like an espionage story where Carol, as the person in charge of security at NASA, discovers sabotage from the Skulls, is given Kree powers when Mar-Vell saves her and dies in the process over a plot device which leads into the Kree/Skrull war.
Marvel could set her up small roles in Avengers and some of the solo films with the Avengers, as well. That way when she finally does get a solo movie the audience will have more of an idea of who she is.
Characters like Miss Marvel could also be used for low budget tv movies. By low budget I mean expensive for tv but nowhere near the ballpark as a big budget movie like Iron Man. Battlestar Galactica or Sanctuary manage to do this very well.
