Gunn by his own admission greenlit the Clayface movie because he really liked the script. I would much rather spinoffs get greenlit for that reason (quality), over whatever bar Sony has for giving Spider-Man villains their own movie (which is clearly a bar so low you can step on it without worrying about tripping).
Supergirl is going to be an extension of Superman, so if that movie is as big of a hit as Gunn wants it to be, it makes sense to keep that momentum going by expanding that world. Plus its going to be based on a critically acclaimed Supergirl comic book story by Tom King.
