The Dark Knight Crimes Joker Committed in the Dark Knight

Here's a fun little game we can play. Let's see how many different crimes Joker committed in the 2 1/2 hour span of the Dark Knight.

Kay, so here's the rules:

Let's assume these are U.S. laws as Gotham is in the USA (and as laws can vary from state to state, let's just be general about this. For example, no obscure law about J-walking at a certain hour that only exists in a little town in Illinois)

I'd prefer if we listed them 1 at a time and no repeating.

We're not listing each count of said crime

If you can be specific, or happen to know the exact name of the crime then by all means, be specific.

List the scene (you can be as specific as you want) and then list the crime committed in that scene. (There can be multiple crimes per scene)

I'll start off:

The opening bank scene
Armed robbery (or Larceny by Force)

While I understand you're joking...

I don't know how one would be able to prove Terrorism in a court of law...Inducing mass fear isn't a crime... Potential Genocide isn't a crime and if it was you couldn't prove it for Joker.

While WE know Joker did a lot authorities in gotham couldn't possibly know that he killed The Chechen or Lau; remember it was set on fire ad the DNA from the cigar that was used to light it would be the Chechen's plus Joker's goons put the Gasoline on.
