I don't think Brock turns so much as he reveals his true colors.

He probably starts out as kind of a competent agent who Steve could be bros with, but when someone gives the orders, he has no qualms about turning on him.

Agreed.
Rumlow is probably a bad guy from the start; he's just another HYDRA mole (and there are plenty) pretending to be a loyal SHIELD agent.

In a post credits scene, Nick Fury shows up at Cap's apartment. After they both eat some shawarma, Fury gives Cap the Aether and tells him to keep it safe. He then begins to tell Cap a lengthy story about how he almost died, but Cap falls asleep. Fury then leaves the apartment and walks out into the street. Suddenly, a car rips its way out of a dead Kaiju's stomach and runs Fury over, killing him. Jason Statham gets out of the car and calls Cap on his cell phone, leaving him a message: "You don't know me, but you're about to".

After only just now reading a TotalFilm interview with Drew Pearce, I think it could be a great way of developing Rumlow's evolution with a One-Shot.

After AHTK, these could potentially be a great way for Marvel to do this with other characters that don't necessarily need a full length feature.

What other One Shots had you written that didn't quite make it to fruition?

DP: Oh, gosh - lots of them. One that was Sin and Crossbones (from Captain America).

He'd make a great recurring villain on AoS, and probably get more development than in the movies.
 
Bring in Sin and have them be the Marvel version of Bonnie and Clyde, only much more sadistic and with costumes. I admit to finding their romance kind of sweet, in an incredibly messed-up and evil sort of way.
 
I did this manip months ago a bit after Grillo was first cast, only took me a few minutes and I'm not an artist, so Marvel should have no trouble adapting the suit.

Surprised so many are interested in Rumlow's development. To each their own, of course.
 
We've had a shortage of recurring villains so I'd like to see him become one. Plus, he looks cool as hell.
 
And he's a badass. He's a complete scumbag (at least in the comics) but still a badass nonetheless.
 
Do you think he should get some sort of power boost to be able to hold his own against Cap? I haven't seen the movie yet so I don't know how he fights
 
Crossbones was interesting in TWS. Never referred to as such, but he survived, but was pretty beat up. Almost as if he'd have to wear a mask...
 
he did a great job in the film, i loved him and i hated him.. totally awesome, cant wait for more
 
Grillo is given a chance to shine with more screen time than I expected, and with his intense charisma he really makes a mark as Rumlow, setting him up perfectly to transition into Crossbones in Cap 3.
