I know Manu isn't voicing the character but some characters in The Ray aren't voiced by their live action counterparts either.

No, it's a free streaming service. You can get the app on a lot of devices or just go to cwseed.com.

They have original series and old stuff as well. Right now they have Birds of Prey, Constantine, and Freedom Fighters: the Ray, which are all related to the current Arrowverse shows.

This is definitely not set on Arrowverse Earth-1. Slade's backstory is entirely different.
