It's about votes. Besides, most of the "popular" people are "popular" for a reason and deserve to win awards.

I think his point is that sometimes people might vote/nominate someone for something even though they know that someone else might deserve it more just because that person is more popular. In that sense, it could end up being a popularity contest with the same group of posters winning year after year after year.

But anyway, it's the internet. And you could certainly make the case that all awards can be like that.
