It's just woefully bad. It always amazes me. Seeing Reeve actually appearing in it is like seeing Brando appear in an amateur stage play production of The Godfather.
I think "Superman IV" is more watchable than some parts of "Superman III". That said I really don't like to watch either of them. If you want to know why it's because the bad guys in the third film are just so embarrassing to watch and especially scenes with Richard Pryor. I will point out when I was a kid and first saw "Superman III" I believe I liked it in the cinema. That said I loved watching the first two films more than the third. But we did get a video in 1986 so I was older than I was when I first saw it on television and watched it more than once. Also I know they played at least the first two films (probably the third too - just not as sure about that) on television in 1988 for the fiftieth anniversary of Superman. I know because Bill Collins an Australian television film presenter and critic commented about him being fifty. I'll point out in 1987 when I saw "Superman IV" in the cinema I hated it. Especially the editing. I know I liked the story in the junior novel. But I thought the film a travesty. So I'm not going to defend "Superman IV" at all. But once you accept it's crap then it's easier to watch for me than the third film. I'll point out it's a personal taste issue as I just can't stand characters in films pretending to be someone else. That's why Richard Pryor is so unwatchable as he does it repeatedly in the film.
