IN retrospect perhaps Matches Malone would be more consistent, though the reason i said Black mask at first is it is a way to have a villain even bigger than Joker (who, let's be honest, is un-topp-able) Batman himself, as Black mask !!
I'm not saying there isn't a real black mask in the story (actual Roman Sionis - but a very small, role - at the beginning of the film we see from gordons perspective batman chase black mask into an exploding building. we later see the scene form batman's point of view, and it is revelaed black mask dies - and wyane assumes his identity.
Bruce's motives: perhpas to get close to Cobblepot, who has put a bounty on batman's head. Which is the reason riddler is on the scene....
