Nah, Anna was the one who got people invested. Elsa was closed off for most of the movie and so, as a character, felt more like a cipher. Anna was the funny, relatable one who garnered all the sympathy. But the two are perfect complements - if Anna's the heart, Elsa's the head - and both are vital. And it makes more sense for Elsa to get more focus this time since, as I mentioned, she was so introverted for the majority of the first one, and we haven't gotten much of a chance to know the "new and improved" Elsa.
