First they put in place policies and schemes to give the Government interests and holdings in many transactions placed in the US. Encourage greater and greater debt through loans and mortgages. Stick it all in a melting pot.

Then they stage a very expensive war that has no end plunging the country into further debt. Then once the country goes into recession send them to a state of panic, then they put a President in place, one who may or may not be aware of their machinations. Someone who is pliable and easily manipulated by opinion.

Once that happens they can buy out most of the world's debts and literally own all the major super powers of the world.
