Well yes and no. Most of the time its goku vs all of the marvel universe. And most of the times DBZ fans say the weridest ways for goku to win. And thses kinds of threads never end well.

Alucard kills them both, destroys the Dragon Balls, kills Dende so no more can be made, then he kills all the DB cast so all memory of the Dragon Balls fades away so Goku can't come back and will actually stay in Other World for awhile. And all will be right with the hype.

This is superpowered compared to the manga. I think Ssj3, or FPSsj3 Goku should be a good fight for Surfer. Ssj4 would turn in Goku's favour.
