It sounds like the message might be from the corrupt cop (Karl Breitup) to someone working for the mob. Could this message be for the Joker, regarding more work the mob has for him?

Rossi is a mobster in the comics, isn't he? I've heard the name before, maybe in The Gotham Times. I guess I should go back and look.

Breitup works for Rossi, obviously. Of course, they'll never be able to prosecute him. Maybe someone should tell Gina Tortericci's family about this.
