Hemsworth is definitely not "small". His physique is good enough to play He-Man. He was gigantic in Thor: The Dark World. I don't think a bodybuilder physique is a necessity - even some actor's physique like say Hemsworth in Thor: The Dark World or Gerard Butler in 300 or Henry Cavill in MOS would be good enough.
But this much I will agree, they absolutely should not cast an actor who is not already built. It would take that much more effort for him to achieve the He-Man physique. Somebody like Joe Manganiello or Scott Adkins or Alan Ritchson or the likes, these guys are mostly almost there, and they could achieve the form required in 5-6 months or less.
Hemsworth would undoubtedly have been great casting but Thor is a very very similar role, so he absolutely won't take it under any condition.
I didn't say Hemsworth is small. I said he's too small for the role. He is a pretty big guy, no doubt. But compared to Schwarzenegger, Ferrigno, and Lundgren when they were in their prime? I'm sorry, but there's no comparison. And for the role of He-Man, you want to find someone who is going to look as much like the cartoon character and the original action figure as humanly possible. This isn't as important for the other characters, but for He-Man it is a MUST. Just being ripped isn't enough. He has to be BIG and ripped. I mean, I loved Marc Singer in The Beastmaster, and the guy had an awesome physique (and still does). But he would have been all wrong for the part in the 1987 movie. Dolph looked the part far more than Marc ever did (or ever will), although his acting was pretty bad and I don't think he had ever taken a fencing or kendo class in his entire life (likely why He-Man hardly ever used his sword in that movie).
I'm just saying, give a new guy a chance. He might just surprise everyone and become the Schwarzenegger for a new generation.
Edit: By the way, I don't think that Chris Hemsworth would "not take the role under any circumstances". Just because it's similar to other roles he's played doesn't mean he'll refuse it. If it's well written enough, and/or they offer him enough money, I think he'd probably take it. He'd just need to spend a minimum of a year living in the gym, on a 100% pure protein diet to be anywhere near big enough to pull it off. And even then he might not be big enough.
