Loki/Hiddleston and MAgneto/Mckellen/Fassbender tie as the best.

Yeah, I'd say Loki and Magneto are at the top. Kingpin is probably next down.

Magneto had a lot of potential. I liked him most in the first movie. Had his moments in the second movie too. But by the third movie, he was essentially reduced to being the leader of a glorified street gang.

1.Loki(such a magnificent bastard.)
2.Magneto(Mckellen and Fassbender gave him plenty of depth.)
3.Doctor Octopus(Molina did a great job and up until now is the greatest Spidey villain.)
4.Red Skull.(Loved how he was basically pure evil with a God complex.)
5.William Stryker(Just the Brain Cox version though.)
6.Green Goblin(Dafoe is still great to me.)

The rest aren't really memorable or that good.
