Floyd Lawton, AKA "Deadshot". Assassin. Enemy who gained popularity from the same late 70's early 80's era Nolan seems to value. An era that also featured mobster Councilman Rupert Thorne and the beginnings of The Penguin as a major force in Gotham.

I said Should, not will. I was giving my opinion on the best way to use the character...geez.
But you rest assured, if they use the riddler, there will be drastic changes. Becuz in the comics, he's a complete weakling. Hardly threatening to Gotham or Batman at all. Which means they can make him more lethal, in which case he'd either be a rip-off of Joker or Jigsaw, or they can go with the Fed angle, which might work.
You're right, its all up to Nolan, but a bad idea is still a bad idea.
P.S. we're only talking about this because Heath is dead and Nolan decided to, frankly, waste Two-Face's potential. We have to deal with 2nd-string villains now.
I would hardly call The Riddler a second-stringer. He's just as prominent and as much of a problem for Batman as any other villain.
Name on good story with him as the main villain...
So in BB we had Falcone as the main mob representation. TDK we saw all aspects. Italian, Black, Russian, Asian, etc. We saw a familiar face, Maroni. These are the facts.
My speculation. As far as the mob going to someone to bring down Batman, well they tried that with the Joker and he turned on all of them. Think about these people. They steal for a living. Someone like Joker who interrupted their business would not be brought in again simply for the fact that there could be compromise with their income. Therefore, I think we will see a stronger mob fighting for their own. Familiar characters? Well there are more members of the Falcone and Maroni family available, especially since we know TLH is a major influence on story and themes in both previous movies. You also have the need for someone to run the "so-called family." Fan favorites seem to be Penguin and Black Mask. Those are the only two I can see having affiliation with the mob. I don't think we'll see Catwoman or Riddler partnering up with the mob. I am not saying those are the villains, they just seem to be the fan pick main villains, but no matter what other villain may appear, I do not see them dealing with the mob. I feel the mob will be a seperate villain for Batman to battle.

It just seems like if it went again in this movie people would be like alright enough with this it seems like a cop out in a sense that everytime something is wrong its because someone was actually working for the mob

Yeah I agree with that, I tend to ramble alot when I type and talk so forgive me I must have goten lost in my own words. But yes, I think a heavy mob influenced film would certainly be a waste of screen time. However they certainly don't just disappear, so there has to be something. If they decide to use Penguin or Black Mask, then yes they should run the mob. If not, then using the influence from TLH, we should expect charcters from that. I just feel the mob won't hand over everything to one man, even if they are threatened, after the Joker. That is as long as they are any sort of smart, realistic criminals.
I like the idea that the mob is so desperate to stay alive, since Batman showed up and the Joker thinned out their ranks, they are struggling and are now more dangerous, and violent,
and in trying just to stay alive they turn to the "freak" criminals like the Penguin or Riddler. Although I see Penguin being more like a regular mob boss who looks odd and acts vicious. So maybe he would be the more "normal freak" anyway,
I think the organized crime and the mob families should be like rats in a sinking ship or a injured animal (that has become desperate to stay alive and out of control, attacking anything that comes near it.)
Also, I was thinking, the same way Batman had "Bat Fakes" running around inspired by him, don't you think there might be "Joker Fakes" running around out there inspired by the Joker? Sort of like Batman Beyond with the roaming Jokers gangs.
Whatever the organized crime families are like in the 3rd film should go along and contribute to the story.

Penguin is a character that lends itself to many things that are not comedic at all. Most of his detractors can't go over the many awful interpretations of Penguin they're used to. That's why they always keep hailing Burton's Penguin as the second revelation, the best possible way of making him an interesting character.
I disagree with the 'freak' angle. He can stand out by his manners, not only for his appearance and I think that is a very superficial way to approach the character. In Begins, Crane stood out without even doning the mask. In TDK Maroni stood out without even doing anything, just by the smirk. No disgusting habits like what people are proposing for the character... nothing like that. Cobblepot should have extremely refined tastes, and very distinguished habits. That alone is going to make him stand out among Gotham's undeducated mobsters.
His actions will make him stand out. His cold behaviour, his calm demeanor, his intelligence, his ruthlessness... that. Not a big fake nose and a disgusting face. This is Nolan's Batman, not Dick Tracy. Just a guy in an expensive smoking with glasses (I feel the monocle too outdated) and an umbrella. Several scenes in the movie can be in the rain, justifying the presence of the umbrella.
No hat, and definetely no cigarrete holder. Normal cigar will be just fine.
And the aviary needs to be there. I really like the birds things. Just as regular pets, of course, nothing too far fetched like trained birds or something like that.
And the umbrellas have to have gadgets... but nothing cartoonish/burtonian like a helicopter or an hypnotizer. Blades and a machine gun will be just fine, maybe something more techy. He will find the proper use for them. Why not have a multi-trick umbrella, after all? The guy is a weapons manufacturer, and he's supposed to have techonology on par with Wayne Enterprises. The multi-trick umbrella isn't that difficult to explain. If we make him really good at technology, maybe the Riddler can work with him. He can supply him with the technology to build a death trap for Batman.

I can't see anyone wearing a top hat and a monocle without looking stupid. Or BEING stupid, for that matter. I want a very classy and intelligent guy who is well regarded in Gotham's top socialite circles... and a guy who wears a top hat with a monocle is...well, ridiculous. And a ridiculous guy is rejected from these circles. And a Penguin who is not in the high spheres of power is.. well, a character with less power.
This guy is supposed to be the contrast to the freaks. He's sane for Christ's sake, he doesn't have a costume and neither should he. He doesn't even go to Arkham when he's arrested, but to Blackgate Prison.
Cobblepot feels superior because he IS superior. Because he's the first mob boss in town that's gonna stand up against Batman, make him sweat, and yet not be catched by the bat. He always is gonna have a cover-up, an alibi, and the press is gonna be on his side. He's gonna take all the fractioned mob gangs and he's gonna bring them together.
The weapon manufacturing thing must stay too... it is a huge edge over Batman's technological prowess. To stripe him off that would be to make him less threatening.
Why else would a rich guy need firearms disguised as umbrellas? To "walk the streets safely"? He's no NRA advertising. The Penguin doesn't "walk the streets", he probably has a Rolls Royce with a driver, and some heavily armed bodyguards.
The umbrellas, of course, are hidden weapons that add extra security, but only for those moments when he has to be alone and still kill some punks. Those few moments when he hs to get blood on his own hands. Take this example:
I imagined a (not so good) scene a long while ago: a mob bosses meeting in a storage facility during a rainy day... thugs outside check that no one brings guns to the meeting, and Cobblepot doesn't have any... he just enters with his umbrella.
In the poorly light storage, mobsters are arguing about who controls what zone. Next thing you know, that guy wearing a smoking doesn't like the deal he's being offered and every mob boss at the meeting is killed by machine-gun fire coming out of that umbrella. After everyone's dead, the guy slowly closes his umbrella again, takes a cigarrette from his coat and lights it, and as he's walking away he hears a slight breathing... turns around and sees that one of the mobsters isn't dead yet, Cobblepot walks right to him and says, in a very calm voice...
"After all the years you've been in this city, you haven't learned a single thing about organization"
... he checks the umbrella-gun, has no bullets left...
"And without organization, without unity, can any of you stand against the bat?"
... he looks down at the dying mob, who is still coughing blood and brething heavily...
"No. No, you can't. While I'm making plans, you're all acting as burdens. The good news is that, from now on, I will take care of everything."
... a blade come out of the umbrella, and he finish the job. Takes a white handkerchief and wipes the blade as he comes out of the place, and says:
"You're welcome."
and puts the blade back in the umbrella.
I know... corny, but it is an example of what I'm looking for. A high-techy, strategic genius, rich, cold bastard.

Alright dammit thats it with this "riddler as a fed" garbage. Its an intriguing idea, but how on earth can you say thats the only capacity in which you will accept the character's presence.? Easy question. The mob is beheaded after the events of TDK. It needs unity and it needs a new leader, so it can regain the threatening aspect it's supposed to have in order to be a problem for Batman. All the mob needs is more organization, stability and a ruthless, pragmatic leader. That leader is the Penguin.

I always liked Cobblepot. He's the guy that always has a façade, a mastermind in criminal life, someone who's very hard to tie the crime and has always his hands clean. A real strategist and a calm and serene mind, determined to get what he wants, something that has lacked in almost every tv/film characterization I've seen of him.
If someone should rejoin the almost dismantled Gotham mob organization, that should be the Penguin, the calm, collected and ruthless mobster who will not stop at anything to gain power, a strategic genius capable of not succumbing to the Batman, one who will have so much high-tech weaponry at his disposal that Batman won't have his technological edge anymore over the mob. That would be a formidable foe.
Remember Phillip Seymour Hoffman's character in MI3? That how I see Cobblepot. A chubby international arms dealer with the clean public image of a socialite who attends expensive parties, but also the coldest vilain in the series, an strategic genius who knows how to use technology in his favor, and can scale in the mob ranks due to his unassuming looks. A guy that is intimidating because of his actions, not because of his looks. Not a freak, only a cruel man.

very good ideas...while i would prefer to see Riddler next (it seems only logical IMO) i have actually found myself thinking quite a bit about how Penguin could work in the Nolanverse.
That little bit about Penguin having someone brutally tortured then going to the opera actually reminds me a lot of Frank Costello from The Departed. there was this very eerie scene where he was at the opera with two chicks, and i'm sure he'd killed someone the scene before
That being said, i have to disagree with the Hoffman choice..if you want the Penguin, watch Pirates3..more importantly, watch Tom Hollander's performance as Cutler Beckett..the role is pure Penguin. Pompous? check. Aristocratic? check. Cold and calculating? check and check. The guy is awesome in that role. And while not exactly "chubby," Hollander is shorter than probably the rest of the POTC cast (with the exception of Jack the Monkey) which could actually be used very well as a sort of "Napoleon complex"
While Hoffman is an interesting choice indeed, I think we need to expand our horizons in terms of physicality..after all, not all penguins are fat![]()
