Falcone's sister? I'm not so sure about that. Black Mask would be my favorite out of the bunch. I don't think Nolan will use Penguin.
And I don't think the mob is dying either, although slightly wounded. Now I know the Mayor said, "18 months of clean streets," but that was canned as soon as the judge and loeb were murdered. Plus, Harvey, who is now unable to prosecute because he is dead. Oh and lets not forget that the city hates Batman right now, so crime hasn't lowered itself in any way.

Really? The mob isn't dying?

All of the head guys dead. All of them. The ones who worked for the dead guys are now probably in jail. As are the low level guys.

Plus, "this city deserves a better class of criminal. And I'm gonna give it to 'em."

That's pretty much foreshadowing that the old class, the mob, is dying out. Going extinct. The new breed, the freak, is taking its place as Gotham's criminal element.

The mob should be used sparingly. We've already seen two relatively mob-heavy movies, there's places the third could go that wouldn't need a strong gangland prescence.

As many have said there is plenty of room for the mob and organized crime. Now whether it is straight mafia and La Cosa Nostra(sp?), that is open for debate. I personally think Nolan and co. will write it in a unique and fresh way. I am not worrying too much about this not working out.

However, I would say the best way is the mob is still divided and splintered like it was in TDK after Falcone went away, but now it has devolved into mid level guys and gangs with no real boss. The two most powerful figures in this world could be Penguin and Black Mask. Now they do not have to be in the movie than Maroni and Chechen were in TDK, but it shows Joker and Batman's influences has spread into the criminal world and the freaks are on the rise. But they can be second to whatever the main story will be, which I am not sure.

All the street gangs could bascially be on the verge of war for control of the streets, and if their is a 4th movie then war could happen between the gangs.

As long as criminality exists, the mob will too. But, all the leaders are gone and all the money was cooked. Ironically, what Batman was trying to do was accomplished pretty easily by the Joker. So the golden age of Gotham's mob has passed. What makes sense is the gestation of a new mob that competes against the freaks. But an embryonic version of the mob, nothing like what was seen in BB and TDK.

There needs to be a power struggle and a mob war. The mob needs to do something. Not sit around talking about doing something.

Out of all these suggestions, I think Rupert Thorne would be the best fit. There could be some political fallout from the events of The Dark Knight (dead cops, a blown-up hospital, etc.) that opens the door for somebody corrupt like Thorne to make a run for the Mayor's Office. That could set up some interesting dynamics.

I like the Deadshot idea, too. And if the head of the mob is operating within the city government, then Lawton could fit into that structure, too, as opposed to being a generic imported hitman. He could be a cop who has a handshake deal with Mayor Thorne to kill Batman. Maybe he could have a SWAT-type role like Branden played in Year One.

Count me as another person who doesn't understand all the Black Mask fascination, though.

Thorne and Cobbepot sounds good to me. Have to have Thorne dedicated to catching the Batman for his murders in TDK. Cobblepot is a freak and a mob boss.
This thing of freaks 'taking over' from the mob is overstated. Modern Batman stories have many different gang fom many different countries - look at War Games, for instance. Organised crime hasn't left Gotham, it's just not exclusively Italian anymore.

Penguin is just classed as a freak by his looks. Thats bullying him.

I hope Philip Seymour Hoffman plays him.

How is Scarecrow, Mad Hatter, Riddler etc freaks? That's what the mob calls them in the comics, too. It's because of their obsessions and fetishes.

The Penguin has a bird and umbrella obsession. And yes, he looks very strange, too. Just because he's got his feet under the table in the mob underworld doesn't mean he's not a freak.
