When has he not been regarded as a major threat? Every other arc in Bruce Jones' run, which wasn't that long ago, featured the Hulk demolishing some city and having to run to another one. The mere mention of his name is still enough to terrify people into considering drastic measures like shooting him off into space. Also, I've rarely seen Hulk get screwed in crossovers. He crosses over with Thor and hands Thor his ass more often than not. He crosses over with Gladiator and hands Gladiator his ass. He crosses over with Hercules and hands Hercules his ass. Hell, he even came closer than anyone short of the Celestials to actually beating the Destroyer in a straight-up fight! Everyone's got their weird, inexplicable losses. I don't think that's really hindered the perception of the Hulk as an unquestionable badass, though.
