The Fantastic Four, then the X-Men and finally the Silver Surfer.
Fantastic Four. Easiest to introduce. Someone had to buy Stark Tower.
I would go Fantastic Four, then X-Men, introduce Silver Surfer in another Marvel cosmic film leading to his own spin-off film, which I may reverse and do the Silver Surfer Coming of Galactus as his solo, guest starring the FF, as opposed to making it an FF film. Save something else for a formal FF sequel.
I think they would hold off on rushing the X-Men, they will take it slow and get a plan together on the best way to introduce them before they start making new X-Men films. That gives time for the memory to of the Fox films to fade a bit before they reveal the MCU versions, plus they know that there will be a lot of people that will be looking for things to criticize so they will want to do it right.
The Silver Surfer could start appearing in the MCU films very quickly but the nature of the character means they would probably use him in a support role for a few films, building him up to the audience as Galactus's herald before they invested in a solo film. A big issue is that he would be expensive, a CG character flying through space, it would be hard to keep costs down since there would not be a starship set or anything like that they could use for stuff.
The Fantastic Four would probably who I would say Disney would go with first, they are on earth so real sets and locations could be used, they are a major part of Marvel history, and there are strong themes of family which is the kind of thing Disney like. Plus Marvel have a line of MCU Directors who would love a chance to make a F4 film.
X-men is the more lucrative franchise.
Saying F4 should be first would be like choosing Deadpool before Spider-man if it were an option. Or Namor before Hulk as far as distribution rights go.
And when do you plan to release X-Men if Marvel gets the rights this year or next year? The thing is Fant4stic is already two years old, while there's an upcoming X-Men film next year. And the development for the reboots could take time. And since it is going to be a longer time since we got a F4 film than X-Men, I'd rather have F4 first.
