It's quite simple, there is indeed a toy line aimed at kids - not all kids will see the movie but they sure will see the cool trailer on tv and want the toys - even if they don't see the movie, they will still see cool toys in the store. Plus, it's also advertising the movie.
Then there is a pricier, more - let's say 'articulate' toy line (see what i did there) which appeals to the adult collectors, the kids old enough to appreciate a better quality toy/character and stocking fillers when parents are wondering what to get - it's all about choice.
No average parent will be looking to get their kids the complete movie masters set, maybe one or two as a special gift - the kid may specifically ask for them and that's where the toy biz make their money.
A lot of kids after say 10 years old, like looking at cooler, more detailed toys and have them on display as well as gentle playing.
