Just reading through the Wiki of Batman villains and a few caught my eye that I haven't seen mentioned in this section (apologies if they have).

So:

Firefly - A pyromaniac is easily workable into the universe in terms of actual reality, there are possibilities of him being in the game, but the idea(obviously being a good story) might be cool.

"Brains" Beldon - No as a major villain, but could be a good sub-plot fitting the whole crime theme/saga aspect.

Charlatan - Could be one of Scarecrow's experiments gone bad, even that guy that was messed up using his drugs.

Headhunter - An assassin hired by The Mob to kill Gordon, could be a sub-plot.

Thoughts?

Talia al Ghul - Ra's second in command of the League of Shadows. Wants to avenge his death with her own cell. Intelligent enough to compete with Batman, has enough resources to keep him on his toes through guerilla tactics and limited firepower. Master of disguise and infiltration. She could pose as a love interest to get close to Bruce Wayne.

Bane - South American merc hired by the League of Shadows to kill Batman. Extremely fit, skilled enough to fight Batman to an almost stand still without venom. Scarecrow could make Venom as a super-steroid, only it is injected and is realistic with giving him added strength. He wouldn't be a monster like in the comics.

Lock-up - Not a villain per se. The head of security at Arkham who is abusing toward the inmates. Average intelligence. Is extremely physically fit. He uses his strength to control and intimidate weaker people.

On the subject of Bane, howabout, having a serum which altered the fibres of his muscles making them tougher rather than stronger.

I suppose it could make him a little bit stronger but rather than portraying him like you said Major, as a superstrong monster, he could just be extremely tough and durable, enough to say, withstand getting hit by a car and not getting hurt or not feeling anything or affected by fist fights.. It could act like his body has become armour.

Vpor:

I meant he wouldn't go to his monstrous strength bursts. It would be at lower realistic level. Just a slight boost, not a large one.

Venom making him tougher rather then stronger would be fine with me.

Yeah, sorry, I knew that's what you meant, I was trying to get at the same thing but probably didn't phrase it right.

I would be very interested in seeing Black Mask make an appearance

Black Mask and Bane might be lesser known in general, but Bane and Black Mask certainly have their fans. Bane has appeared in Timmverse, The Batman, and Burton-Shumacher series, while Black Mask has appeared in The Batman.

When you look at the OPs post, there are some truly lesser villains up there aside from Firefly

Check out the Ratcatcher thread for a different interpretation of an obscure villain.

I wouldn't mind seeing:
Film Freak, The Rat Catcher, Deadshot, or The Night Slayer

KILLER MOTH - sets himself up as the "anti-Batman," hiring himself out to Gotham's criminals to help them elude capture by police. Uses the money to become millionaire philanthropist Cameron Van Cleer. In this guise, he becomes friends with Bruce Wayne.

The people of Gotham need a Hero, someone who can stand up to the Cold Blooded Killer the Batman has become :woot:. KILLER MOTH can play both sides of the track.

And if he is any decent with hand to hand combat we can finally get a good Ninja Showdown in Part 3.

No lesser villains IMO. Unless somebody like Black Mask qualify as a lesser villian.

Yeah I wouldn't go much lower than Black Mask, I mean, to the general audience Ras Al Ghul was probably a lesser known villain

That concept would work better with the Wrath.

I was about to suggest The Calculator, but i think they've pretty much gotten as close as they're gonna get to that character with Lau in The Dark Knight... Even the weird way he kept using the word 'caculate'... 'my calculations being accurate', 'I'm good at calculating' etc.
Almost like Nolan intended Lau to be that character and then changed his mind at the last minute..

This is a useless exercise. Look at what Nolan did with a permawhite Joker. So no villain regardless of its outlandish origins is off limits. The issue is whether the villain works thematically and has a psychological link to Batman.

That's about 90% of his enemies.

Did you read what I wrote? I said THEMATICALLY

In other words, what will work within the context of the specific plot of the film. 90% of the villains won't work thematically only a handful will, genius.

We're just speculating and having fun here.

Unless you have any inside information on the next movie's specific plot or theme to base villains on.

I don't. No-one else does either. That's why we're going in every creative direction the franchise could go in.

how about.... baby doll
with the child stars these days, its not that far off, lol
got the prefect cast too, Dakota Fanning LOL :oldrazz:

Alberto Falcone, anyone? He may not exactly be what you are looking for, but it would be awesome. Think about it. If Alberto comes into town and starts a four way war with Batman, the Police, himself, and Maroni, in an attempt to take back control of the family.

He could employ the strengths and talents of Dr. Crane and his alter ego the Scarecrow.

I believe that Croc would work nicely. I mean, as an ugly thug who happens to be very strong and very sadistic who is a main enforcer for one of the mobsters.

No lesser villains IMO. Unless somebody like Black Mask qualify as a lesser villian.
i totally agree. if B3 wants to have any chance of at least being somewhat like TDK it needs at least one A-list villain
