the recommendation in TW is to be 1 metre apart from each other when talking, there are some pics online of people 5m apart waiting for buses lol.
a TW nutritionist who works in that hosp in Washington next to the resthome where 4 died posted on his FB - he wore his surgical mask and was shocked to see nobody in the hosp wearing it except cleaners, and he was told to take it off so people don't panic, think he's sick, or get dragged to be checked. His colleague said she came in contact with someone who died on the news. No need to isolate, will wear a mask if told by other doctors.
NZ has 5 cases now - a lady came back from Nothern Italy, felt mild symptoms, didn't bother to isolate, sent kids to school and partner to work, few days later AFTER our govt announced restriction on N Italy etc, she still flew to another town to work, for 5 hrs before been sent home, so took the flight back home, went to a medical centre, GP told her to take test in another general lab, she had a second visit and 2 days later confirmed with the virus. Med staff pissed that they found out via media instead of management/govt. Women's partner's sick and confirmed now, school's like everything's cool, health board's like "we're going beyond what's required for our safety, even though people criticize us for it" (I'm like f*** it's the other way round dude). Woman apparently got cyber bullied then went to the press to say she did all the right things.
Did I mention she caused 3 Air NZ crews to be in isolation for 2 weeks now?

PS I hope people start not discriminating masks because a bunch of people want to wear it but can't. It's not just for self protection, like someone speak and spits into your lips? also if I'm sick the mask stops me from spitting everywhere or on your faces. Everybody do it will help the whole sceheme of things. Taiwan's crazy about masks and has 40 odd cases after 6 wks out of outbreak, compared that speed of spread to neighboring Japan, Korea, then Italy, USA, France, Germany...that's why I am scared for the westerners, these types can hurt you bad but westerners think it's just a flu and are told masks makes it worse.
