Now that America's superheroes have been "federalized" who will they answer to?

Now that America's superheroes have been effectively "federalized" with a team of heroes in every state- who will they be responsible to- the Governor of their state or Washington DC?
Will there be "turf wars" between heroes in different states- ie Pennsylvania and Delaware, or Ohio and Maryland?

1. There aren't going to be turf wars. The teams are heavily controlled so you aren't going to see them acting like jackasses by starting fights with other teams. If they act stupid like that, they'll be fired for sure. Teams like the Thunderbolts and Avengers will go around patrolling the entire nation, but teams like the Liberteens, the Order, the GLI, the Action Pack, and the Rangers will stick to their respective states.

2. The teams will undoubtedly work with the governors of the states and local law enforcement, but they are responsible to the federal governments Commission on Superhuman Activities and they are employees of the federal government.
