Q. In re the 50 state initiative, who will each team be responsible to- state or Feds

This is more than just an idle question- to whom will each state's super hero team be responsible- the state's Governor or the Federal authorities in Washington DC?(or will they be like the National Guard?). Can they leave the state without Federal permission(or will they be like the military where unauthorized absence is punished as desertion in wartime?). Please clarify?

Or the CSA once they get their s**t in order, so that would be federal.
 
i think they should be anserable to both state and federal laws state laws moreso

Nobody's been reprimanded for leaving yet. And that was AFTER Tony slammed Clint in the face. But granted, Tony was right, Clint would have done it too.

Either way, nobody's been punished yet. Granted, Clint seems to be the only deserter so far.

It will be federal as well, given the entire net that it's meant to encompass, but probably will have state laws intertwined, seeing how teams are responsible for entire states, and probably for those states alone so not as to have any crossing authorities.
 
Clint never registered in the first place so technically he didn't desert. The only deserter so far that hasn't come back to the pro-reg side is Spider-Man.

Each writer will determine that for their own book without checking with anyone else.

It was the same night he was found and pretty much declared alive. I don't think that he really took the time to register that very night. I think it was more like he took registration for a test drive, didn't like it, and took off.
 
By all means, Clint Barton is probably legally dead anyway. So there might be a loophole there somewhere.
