Hell, if the MU were the real world, I'd be pro, simply because to me it makes sense to want to have people who (in some cases) are more powerful than a nuke be trained rather than have them accidentially kill a load of kids. I think i'd also be pro because IF people were killed by the mis-actions of a powered person, the SHRA makes them accountable for what they've done.
All of that sounds good in theory...but the one piece that makes it all fall apart is the fact that everyone has to register and upon registering becomes a civil servant that has to follow the orders of the President. As it stands now, you don't get to register and go back to teaching school. You don't get to register and go back to being an artist. You register and you become a soldier.
And considering the mutant explosion under Morrisson (which, therefore, could easily happen again) you're forcing the majority of your population into life long military service. That's wrong. Period.
