Visually he is. He just has a hood instead of a cowl. The impression I get from the character is that he's a less-than-stable vigilante who resorts to excessive violence and skulks about in shadows. That's Batman. Anyway, it's not like it's a bad thing. Probably more than half the superheroes in comics are based on either Batman or Superman to some extent.

Difficult as I've always like Cap's in a old school way, but I'm gonna go with Spidey.

Panther is not a Batman rip-off. If anything, his look succeeds where Batman's fails.
Cats, unlike bats, have ears that stand straight up. There's no unnecessary colors that clash wit or offset the look. Panther's costume is a combination of the sleek, stealthy look of a jungle cat & his royal/tribal ancestry, hence the cape & gold accessories. It's not an attempt to look menacing or a failure to mimic the attributes of the animal in question.
And it's not just having a country vice his family's business. His costume is a symbol of a bloodline, not something he cooked up to scare criminals. He is as far from Batman as you can get. But I suppose any dark-clad character w/a cape will be compared to Bruce, simply because he's more widely known. I yearn for the day when I wear my BP t-shirt & nobody mistakes him for Batman or Spawn.

Yeah, I'm gonna go with Spider-Man. BP's is cool but a Batman rip-off, Cap's is pretty silly when you really look at it, and Moon Knight's is just another Batman rip-off but inverted to white.

Of BP's costumes, though, that one from the Priest series is easily the best. Marvel screwed the pooch when they decided to go back to the pinstripes.

Couldn't you argue that Batman's look, by that logic, is a Superman ripoff? Take a good look; it's the same basic design w/a different color scheme.

You easily could. I'd agree, too. Lots of costumes are variants on a theme. I don't see why people take offense to having it pointed out.

Seriously, though, if you take a look at the character, he basically is a black Batman with a country behind him instead of his parents' business. The costume reflects that, right down to the ear motif.

In terms of the costume, not as much. In terms of the character, given that he's been described as Marvel's Batman before, I don't see how taking the ears away would change it.
