Some of the beauty in Nightcrawler was always that he was a gentle loving soul in the body of a demon. The annual just made him into a monster that fits his appearance. To me, that's more of doing the safe/boring/every villain in a horror movie route. As far as I'm concerned, there were many ways for him to "not make anything safe" without just going a cliched path. Hell, even not having Rogue's comment would have been better I think.
Though in all fairness, I found the annual to be better written than most of his Ult. X-stuff so far. So it was really the premises that bothered me, not the execution. So kudos to him for that.

This is the Ultimate universe, and this Nightcrawler is not the same one that we know. He's literally been through hell on earth with all that Weapon X put him through, so he's easily going to be a very different person than the 616 Nightcrawler. With everything that we've been given from him so far, I think that is easily still in character.

Well, Ultimate Nightcrawler was part of the Weapon X program which makes him a little more rough around the edges than 616 Nightcrawler. He's been going through some bad times, emotionally, because Colossus, whom Nightcrawler was good friends with, revealed to Nightcrawler that he is gay.
