Although Lizard is a cool villain for a cartoon or a game, for a full movie I can't seem to think he would do well. I mean, it's just a big hissing creature, there's no real connection to the villain there. On the other hand, having Lizard being able to speak sounds even more lame.
Electro would be a cool villain but, again, we're picking a villain that's "second" grade in my book. He's part of all of those guys who want Spidey dead but have no real big edge over the hero and get dealt with quite quickly. Even tho Electro got to be the face of a Spidey game, I have serious doubts of his ability of having enough charisma or motivation to be an ideal movie villain.
Sandman also fits in the second grade category.
Green Goblin, Doc Ock, Venom. Those are all A grade villains and were already used (Venom was completly wasted). Right now we're pretty much out of actual good villains that could carry a movie and we're going to end up resorting to the smaller ones in pairs, I reckon.
That said, Lizard and Electro or Lizard and Kraven would have to do.

I certainly agree with your assessment of Lizard, provided if Sam rush the character.... but, one can say that about any character. However, Lizard has a great dynamic about himself that should work well on screen. And, given the fact that Sam Raimi has horror roots, should be able to pull off the suspense & thrill factor. I'm more concern about the story, usage, and characterization... those elements are more important to me; and, I'm afraid that Sam won't able to deliver. That takes away from the overall film and the great battle scenes that I know Sam will provide.
As far as Electro, I totally disagree. Electro is one of the few great Spidey villain left other-than villains like HobGoblin for an example. I just think many so-called Spidey fans really don't understand the dynamics of that character; and similiar to Venom, has not been treated well or done justice by recent comic writers.

I know this is a bit of a stretvh, but doesn anyone remember Morlan? Since Sam has a thing the supernatural he would probably try to turn to him for a movie. Would that work for a movie, or not?
Also I'd like to See Lizard and Kraven for SM4, and then Electro and Vulture for SM5. Electro and Vulture just seem to fit a bit more to me then Lizard or Electro, though with the blackout thing someone suggested with Lizard it would be pretty cool.

I thought about this last night. I think it would be cool if Electro caused a blackout and when the power came back on, The Lizard would be causing havok in New York City. I support this idea.

Yeah, works for me. I imagine a good tense vibe from the idea of the Lizard attacking out of the shadows. Could be an interesting dynamic to add to a Spider-Man film.

Electro/Lizard
A man is sitting at his desk in his office admiring the view of the city from the window as a voice on the intercom says,Mr.Dillon,Mr.Smith is here to see you.Dillon tells his secretary to send him in.The man comes walking into Dillon's office carrying a small package with him.
Mr.Smith says,Silvermane wanted me to give this to you.Dillon says ahh,set it down here.Mr.Smith lays it on Dillon's desk and sits down while Dillon stands up.Dillon unwraps the package and screams in anger as he sees his son's head in the box.Dillon throws his desk aside and grabs Mr.Smith and throws him through the window from the 40th floor.
The man is screaming as he falls to his death,until a nearby web swinging spidey sees the man and stops that from happening.When spidey grabs him,spidey notices that the man is bleeding alot from a piece of glass from the window that is stuck in the mans neck,piercing his jugular.
Just before the man dies,the man whispers to spidey that a war is coming.
Dillon can't except the death of his son goes to all levels to bring him back to life.But how can he be brought back when he doesn't even have a body,just a head.Dillon has been funding a scientist's projects for years,this scientist is Dr.Connors.Dillon remembers being at awe of Connor's robotic hand that he had made for himself.Connors said it will have to do until he found a way to find a better replacement when he found out how to regrow lost limbs.
Dillon thinks if Connors can make a robotic hand,than he can make a robotic body for his son's head.Dillon knows how to get people to do what he wants them to do.In a nice little neighborhood you see Connor's son Billy riding his bike down the street as a van pulls up beside him and a guy gets out of the side door,grabs Billy,and the van drives away.
Dillon tells Connors that he has his son and if he wants his son back alive,then he has to bring his son back alive.Connors is in a fancy lab that Dillon has paid for.The scene looks something like you would see on a movie about Frankenstein.You see Dillon's son's head is already attached to the robotic body as Connors gets ready to bring Dillon's son back.
Connors explains to Dillon that to bring his son back he will need to have electricity running through his son's brain at all times,so this robotic body pulses electricity at all times looking like a electricity globe you see in a store.
So when Connors hits the on switch to the machine to give Dillon's son life, the entire city suffers from a blackout,accept for one building,the lab where Connor's experiment is being born.Spidey doing night swinging sees this and heads over to the building.
Dillon's son wakes up screaming,then Connors turns the machine off and the cities lights come back on again.Connors goes over to Dillon's son to check him out as a pulse of electricity shoots out of Dillon's son's hand tossing Connors across the room,and through a window from a tall building (like father like son).
Spidey who just saw what Connors did from the window is stunned,but snaps out of it when Connors goes free falling to his death.As spidey grabs him,the electricity that Dillon's son shot at Connors is mutating the lizard DNA that Connors injected earlier into his body to try and regrow his lost arm.
Connors turns into the Lizard,and spidey is now fighting for his life.Spidey feels like he is in a cheesy horror movie,cause he just saw Frankenstein being born,and now he is fighting the Creature From the Black Lagoon.Spidey shoots a web at a building to try to swing away from the nightmare,but the Lizard hangs onto spidey as they both swing across the street and lands in Central Park.
(Big Central Park Fight),til the Lizard tries to kill some innocent civilians who are at the park,so spidey tries to get the Lizard in a place where nobody is.Spidey sees a nearby manhole and makes his way into the sewers of New York.(Sewer Battle).The fight ends when the Lizard changes back to Connors.
Spidey and Connors goes back to the lab where we see Dillon and his son are both gone.Connors tells spidey why he did it,and how he turned into the Lizard.Connors also tells spidey that now the lizard DNA that is in his body has mutated,a little zap of electricity(like static shock)will turn him back into the Lizard for a little while.
Dillon's son goes after the people who killed him.At Grand Central Station all the big crime bosses are coming to town to celebrate the birthday of the godfather to their organized crime family.Dillon's son,now known as Electro attacks them,but when spidey shows up,Electro focuses his attention on zapping a bug.(Big Electro vs Spidey Fight at Grand Central Station).
The fight ends when spidey goes after the mob guys firing machine guns at the cops.When spidey looks for Electro,he is nowhere to be found.As time goes by,Electro gets tired of his new life fast,he becomes more evil than he was before when he realizes he can no longer eat,drink,smoke,go out with the ladies,and his new body will keep him alive forever,cause he never gets sick or never gets old.
Electro goes to the state prison where his other enemies are at.Like shooting ducks in a barrel,his enemies have nowhere to hide as they are in their little cells being killed off one at a time.When spidey hears the event on his police scanner,he makes his way over to the prison.(Huge spidey vs Electro fight at the prison).Electro gets away when he releases all of the inmates causing a riot.
Electro now goes after the one who created him,Connors.At Connors house Peter is there having dinner when Electro stops by.Electro is playing duck,duck,goose with everyone at the table killing off Connors party guests.Connors desperate to protect his family,causes a little static shock from the table cloth and turns into the Lizard.
Peter who was about to reveal his secret identity now has a diversion to get in his costume and intervene.The fight takes place all in Connors house(The kitchen,dining room,bathroom,bedroom,game room,etc).The three way battle becomes two when Electro is thrown into the pool.The water shuts Electro down.
Now spidey has to fight off the Lizard while making sure the Lizard doesn't kill anyone until the Lizard turns back into Connors.

I voted Mysterio. If done right and given a more menacing look, he would be a great fit.

Seeing somethin like this on screen (obviously will look better from the people at sony) with all his illusions (possibly bringing back spideys greatest foes in illusions)...seems like gold. Add some fight to him with the likes of a good actor such as William Fitchner
either him or Electro!

I would love to see Mysterio and it will be sweet if he was in the film.
But it would probably be Lizard. I guess I'm fine with that.
And since they were going to do The Vulture in Spider-Man 3, I'd say use him with The Lizard in this film! I know alot of people would want the Lizard/Kraven combo, but I don't know if I want to see that in the film. I mean, it could lead to some great storylines but I don't know...

William Fitchner as Mysterio would be epic. For the suit, I think they should play with something more contemporary. The green on purple may not work on screen.

I'd say the Lizard, and for the people who have read the comics, such as myself, they know how much of an impact this had on Martha and Billy Connors. I mean Billy was also captured by Stegron in the comics, and obviously, Stegron won't be in, but still, a story similar to that where Billy is in danger could be cool. During Romtia Sr.'s run, in issue 44 of ASM, I think Martha and Billy were coming to New York, so Dr. Connors waited at the subway station where there is stons of people. He starts to feel the affects of the Lizard coming onto him, so he runs away because he turns inot the Lizard. Martha was so worried, and Billy was just a little boy, so incorporating that into the film or something like it would be cool. ALot of possibilities with the whole Connors family.
I also think Mysterio would be a great choice because, in the comics, he's done ALOT of crazy things and there has actually been maultiple Mysterios.

This is true except the problem with Electro doesn't just reside in bad writing. It's also affected by the original premise for the character.
Electro could be an excellent villain if he wanted.
The key here is that, like Gambit, he doesn't fully understand how powerful he is/could be if he done the right things instead of commiting petty stuff or using his powers in such an obvious way. It's part of his personality, he doesn't think big. Electro in Spiderman TAS was much more effective because he was a totally different character from Maxwell Dillon. He was very dangerous because he could actually think and plot his rise to power.
Enter Electro was a good storyline because they had him plotting out his rise to power. If they have him behaving like that in the movie than he would certainly work and would be awesome too.
Morlun is quite a badass but he is one of the very recent villains. Fans would riot if a character like him was chose instead of the classic villains first.
