Looks like someone just took a circular brush (with 100% Hardness), picked a random yellow color and clicked once close to the irises, clicked one more time for the other iris. Done.

At least Jennifer remembered to pose this time, and not just standing straight (see: hip). But yea the difference in color values between the neck/collar bone area vs. the shoulders, very noticeable.
