This is an idea I've had floating around for a while, so I thought I'd share it here. The basic idea is that the film is about the Punisher, but not told from his perspective. Instead, PUNISHMENT is told from Det. Martin Soap's perspective, detailing his first encounter with the Punisher and his eventual (grudging) alliance with him. In addition, I envision the film as being a "violent noir-style crime thriller".
The synopsis then, is this:
Detective Martin Soap, just transferred from Boston's elite Special Investigation Unit, arrives in New York City and is assigned to the Punisher Task Force, the NYPD's "joke department." Francis Castiglione, aka Frank Castle/"the Punisher", wages a one-man war on crime--in particular, Silvano Moretti, the fabled "sixth Boss"-- that has many cops' ardent support, but Soap vows to bring him to justice. But when Soap and the Punisher finally cross paths, Soap discovers a paper trail that links some of New York's most powerful straight to Moretti's pocket.
For the film, I changed some characters' traits to give them more depth, Martin Soap in particular. Now, to be clear, while Castle is the main focus of the movie, it's told from Det. Soap's point of view, making him the protagonist. I chose to have Soap be a transfer from Boston because I wanted him to be somewhat of an outsider, this lone Red Sox fan in a sea of Yankee fans. This also gives the police department a "motive" for relegating him to the Punisher Task Force, even though Soap is a capable detective. It's almost like Soap is being ostracized right from the get-go and has to win his fellow officers and even Castle himself. Another note: in this film, Castle is already fully formed as the Punisher, but the first time we REALLY see him is right before Soap encounters him near the middle of the first act. Before that, we see hints of the Punisher via photos, tv reports, newspapers, etc.
Moretti is a different story. In this film, I use Chief of Police Isabella "Ma" Gnucci to introduce him. In fact, Moretti isn't even present for the first act (he's actually visiting his dying grandfather in Sicily). But when Moretti shows up, basically all hell breaks loose and the Punisher comes out of the woodwork. Moretti is ruthless, and not afraid to get his hands dirty. He's like a restaurant manager that'll wash dishes, but with a gun.
