Speaking of which, TWINE has arguably the best water-based action scene in the series.

I think it does. The Q-Boat chase is quite engaging, unlike the rest of the movie.
 
I'd say it's about a 3/5. Of course, to me 3/5 is average rather than good. :o
 
I did make a mistake. I meant to say TSWLM had a GOOD Bond girl. In fact despite less than stellar acting, Triple X is one of the best Bond girls in the series. The Japanese girls (one dies and Bond switches out AND NOBODY NOTICES) are very forgettable in that film.

And it is my opinion but I think YOLT is extremely boring with bad action. Sure TSWLM was campy and followed in the same root but it did have suspense and good action while Bond got his hands dirty, etc. YOLT is much closer to the flat and stupid Moonraker though.

I don't think they're all *that* forgettable. Sure, Kissy is just there to serve the function of guide while Bond searches for the volcano, but Aki is pretty memorable and has one of the most unique and brilliant death scenes in the franchise).

I don't get what you mean by "Bond gets his hands dirty" - Bond is personally involved in a number of intense fights in YOU ONLY LIVE TWICE. And I think YOU ONLY LIVE TWICE has plenty of suspense *and* good action. In fact, I'd take the action in YOU ONLY LIVE TWICE over that in THE SPY WHO LOVED ME in a heartbeat (THE SPY WHO LOVED ME's strength is not its action scenes, IMO).

Brosnan never had a really good Bond film, despite playing a good Bond. Tomorrow Never Dies was just plain stupid, and the less said about Die Another Day, the better. However, he was stellar in both of them. GoldenEye had a relatively good script, but Brosnan was clearly settling into the role, and the fim suffers for it.

I actually see The World Is Not Enough to be Brosnan's best Bond film, as it strikes the best balance between Brosnan's performance and acceptable writing. It's bolstered by both Sophie Marceau and Robert Carlyle, who are both dynamite.

What seals the deal for me is the final scene between Bond and Elektra. Brosnan absolutely nails "I never miss."
