I don't get what you mean by "Bond gets his hands dirty" - Bond is personally involved in a number of intense fights in YOU ONLY LIVE TWICE. And I think YOU ONLY LIVE TWICE has plenty of suspense *and* good action. In fact, I'd take the action in YOU ONLY LIVE TWICE over that in THE SPY WHO LOVED ME in a heartbeat (THE SPY WHO LOVED ME's strength is not its action scenes, IMO).Sure TSWLM was campy and followed in the same root but it did have suspense and good action while Bond got his hands dirty, etc.
