Thanks for the mini-refresher course. The Crown Victorias I definitely recall, but as men's fashion isn't my forte and the Internet being... well, the Internet, I take any comments found here on that particular subject with a grain of salt. To your point, though, even if we're to assume that said gamut of eras and styles stretches no further than the '80s, I can still see there being a little wiggle room as to how that's best implemented across each respective character design. That additional aspects of the film might draw from different time periods is particularly notable, as it could conceivably allow for a light blending of styles, the kind of thing you wouldn't necessarily see in the real world. With that in mind, Bruce's haircut looks a bit more modern to me than the younger Cruise's does. Modern might be the wrong word for it, but the much longer bangs especially give him a slightly goth look that isn't shared by the aforementioned Cruise. The natural-looking aspect (of both cuts) imparts a sort of timeless quality anyway.
When I saw Pattinson in the trailer, I can't say I was thinking "'90s sitcom star".
Falcone wears a double-breasted suit with a very low buttoning point and a very low gorge (the seam where the lapel meets the collar, can also be seen on his overcoat). It is a very distinct and early 1980s look, see reputable sources like: Bond Suits – How to dress like Bond and beyond, or better yet a 1982 issue of GQ:

Agreed, that Bruce's hair is a bit more "modern" than a true early 80s style. It is parted a little bit differently and does not quite have the same feathering and hairsprayed look that hair did in the early 80s. As is often done for period pieces, it is an 80s style slightly updated for modern sensibilities so as not to look too campy (see Wolf of Wall Street for a similar example). Nevertheless, the overall style of a long flow with long bangs is very 80s. See others besides Tom Cruise:

To be honest, I could see a true period setting being somewhat confusing and disorientating for the key Batman teenage demographic that never lived in the 1990s and grew up with high speed internet, smartphones, and ask their parents things like why we call it "hanging up the phone".Yeah I’m not sure why this needed to be set in present day. I’m sure it’ll make sense in a year and a half from now but right now so much of it is retro that I kinda wish it was a mid to late 90’s story. It also would have made it harder for Bruce to track the Riddler.

This would be my ideal look for Pattinson as Bruce Wayne. I think this hairstyle makes the best use of his strong facial features. He just looks cold and icy, especially with a more "Batman" expression as in the pic below. The sharper cut would suit a more experienced Batman, who is on top of his game. His current hairstyle softens him up IMO, which admittedly might befit a younger Bats who's still a bit sloppy and prone to mistakes.

In all seriousness, I'm more interested in Pattinson's performance as Bruce Wayne/Batman than how his hair is styled. I don't think it's worth getting hung up on that right now based off of a handful of candid set photos.
