Probably taking about universals distribution rights. If they're still in effect.
Why is that?
Hulk can take out some villains for other characters by himself while Widow is a more likely ally. Same goes for the likes of Hawkeye & Falcon. Hulk is always an A player while those others can fit in more easily as B level when the situation demands it. Of course non-Hulk Banner can fit in with no issue.
Simple, occupy Hulk with a powerful ally of the main villain, while the lead character takes care of the main villain.
It'd be like how Loki had to take care of Kurse for Thor.

I guess the issue is why would the Hulk just sit on the sidelines while you're getting your ass kicked? If he takes care of his guy and sees you over there getting throttled, if he views you as a friend he'll jump in and beat the **** out of your adversary.
Hulk's power level is a much better fit for a Strange, GotG2 or Thor. Anywhere where he won't just automatically overshadow both the villain and the hero.I'm sure that Dr. Strange's Villain are powerful enough to handle Hulk. Even the ones not named Dormammu.
The only problem that I have with this tread is that everyone talks as if every battle that the Hulk has with any one will be a cake walk.
Ok I misunderstood, sorry. An appearance in Strange would be fine with me.I'm pretty sure nobody has ever suggested he should have a supporting role in a Captain America movie beyond maybe appearing in Civil War.
And I wouldn't want him in GOTG either...they're far, far from Earth right now so changing that just to throw Hulk in there would be a little messy. I do believe the best fit would be a Doctor Strange movie.
If the villain is Dormammu, or Shuma-Gorath, then Hulk stands no chance. Heck Shuma is so ridiculously powerful that there usually has to be some massive plot-contrivance in order to beat him. "He's only at a TINY fraction of his full power when he's not in his home dimension" or "here's some deus ex machine spell/artifact that can stop him" or "we didn't actually BEAT him, we just prevented him from crossing over into our dimension" and so on.
