My thought is I hope he merely means he and Maria Hill have kept it afloat in the films since there's next to no chance- and for good reason- that anyone from the TV show will appear. Especially since, as of Winter Soldier, SHIELD itself seems like such an afterthought with all these bigger, cosmic threats.

But him saying things like 'Maybe,' 'Somehow,' and 'We'll see what happens' makes it sound more speculative than confirmed.

Of course it will. Director Mace is doing his best to bring SHIELD back as a legitimate organization with some good PR.

I think Shield could recruit some of the newer heroes like Strange, Panther and even the Guardians in Infinity War. Danvers could play a hand in the recruitment as well.

They kinda foreshadowed it in AoU, where Cap and Quicksilver had a quick chat about SHIELD when Fury showed up. Also, the fact that Fury shows up in a Helicarrier even if SHIELD is shut down means that the shut down doesn't mean much to him anyway.

Please no. I'd be okay with SWORD, but I'd like to see some lasting consequences. Let SHIELD remain gone after Cap and co took it down.

This doesn't surprise me. I've always had the suspicion that SHIELD would be reborn at some point. I'm game for it.

The Sokovia Accords / Civil War pretty much lay the groundwork for bringing back some version of both the World Security Council and SHIELD.

Quite frankly I hope they just pull that trigger before Infinity Wars. Though I'm not sure which film would be appropriate to do that in. The movies we have coming out don't really call for much of the intelligence community.
