Been done. JLA-Superpower, two consecutive arcs of JLA Classified.My Special Run would be the JLA deciding to get involved in international affairs. I'm sure it's been done. With a focus on the resulting problems. Policing the Middle East, getting Osama bin Laden (not really sure how you would handle that I admit), GL blasting North Korea's test missiles. Start out with JLA "solving" some world problems, then issuing edicts about what they will "allow", people's response, turmoil between league members as to how to proceed, etc.
Or you'd just need to have the ear of Michael Uslan.Yeah, you would need to be in charge of Warner Bros. Or rich enough to buy DC comics from them. Which is neigh impossible.
Just for starters, I'd reboot - I mean, actually reboot - the DCU.
None of this half-reboot in-medias-res horse****, and no intelligence-insulting "EVENT COMICS!!!!!" crap, just send out a press release "As of [date] we will be completely restarting the DCU." Let the writers wrap up whatever plot lines they like, do a bunch of marriages / resurrections / whatever other sentimental claptrap will make people happy, then slap THE END on all the books and restart the whole thing over from Superman / Wonder Woman / Batman Number One.
In a completely hypothetical and probably impossible scenario, imagine for a moment that Warner Bros. makes you the head of DC. All the titles, all the characters, all the writers...it's all in your hands. And every writer in the world is dying to work for you on whatever title you please. What would you do? Which titles would you cancel? Which would you start (back) up? Which writers would you assign to which characters? Would you reboot any - or all - the franchises? Would you eliminate all the annoying little "pocket" and "alternate" universes?

1. Total reboot, they f**ked up bad with Infinite Crisis: Back to the Silver Age! All that s**t should have been left back then, so lets get rid of it for good.
2. Only 3 books per character, not counting minis or alternate universe series (ala All Star), max, and only Batman and Superman should ever have that many unless something else somehow gets that popular. But for now, only 2 for them, cause we're starting over fresh with no continuity. So Batman and 'Tec, and Superman and Action are all that's left for them, respectively.
3. A list of other characters who will have there own ongoing titles from the very beginning: Wonder Woman, The Flash, Green Lantern, Green Arrow, Martian Manhunter, The New Gods, Captain Marvel, and Aquaman. Other main stream, big titles, such as JLA, Green Lantern Corps, etc. will eventually spin off of the regular titles after they've had a chance to set up this new universe. Also, alternate universe titles such as The Spirit and Jonah Hex will not be affected by the reboot, as they dont really effect DC continuity at all.
4. This is a very specific thing. Batman= NO ROBIN. I don't care what others think, it's a stupid premise and was only even created so Batman would be more "kid friendly" when he got his own book back in the day.
There's other crap I would do, of course, but that's the jist of it.

Technically he was never bad in the first place. He's basically DC's Punisher.
It's not, but it's a whole lot better than your other crap.
Also, this rebuttal only covers your first point, which I agree with. The rest of your ideas are garbage.
It can also be argued Jason Todd turned bad for no reason, making everything moot, but who has the time.
here is what i would do.
kill nightwing(lets face it his character aint going anywhere anytime soon).
cancel detective comics. and come out with a batman and robin comic.(written by anderson gabrych)
batman will be his solo title, make him dark and gritty again, make him head of the league of assains except doing good.(then after a coupe of years have Ras come back and challenge bats for leadershipof the league.)
cancel birds of prey.(kill off everyone thats in it)
bring back cassandra cain and give her, her own title again.(written by paul dini)

cancel action comics. superman will be his only solo title. kill off every other krypotonian,thus making supes the last son of krypton.(kurt will continue writing).make him a bit closer to kingdom come superman or earth 2 supes.

bring back the teen titans before OYL.(conner is still dead thanks to the shusters)
