Nothing confirmed, but Cillian Murphy, when asked if he would be in TDK, made a non-denial denial, that sounded like he would be back.

My money's on Cillian being in TDK; I can't think of any plausible reason why he wouldn't, unless of course he has prior commitments...

Cillian is gonna be scarecrow again. I just hope he gets more screen time than just a couple of seconds per scene. He's one of my favorite villains and I loved him in BB, but I wanted to see him more

Nothing would make me happier than having Cillian back as the Scarecrow. I love the sense of continuity it brings.

It's also so much better than the way villains seemed to take turns in the past franchise. For the last 3 films of that franchise, it always went the same way. We had one preexisting villain, then one who's origin we saw. They teamed up to fight Batman and were subsequently defeated. After the first film it was always a wave of two.

he should have this kind of texture imprinted into his skin. As the burlap electrified it scored thin lines onto his face, in two 'patches' where the taser forks hit. Any scarring should invoke a Scarecrow design.
