Dumb question alert...

Will we ever see the Winter Soldier the same as we first saw him in the Cap film as far as a one-man army per se? It seems after he was freed of the brainwashing/programming, he never has returned to that form.

I imagine it has to do with him not wanting to go back into that dark place mentally in order to achieve that level again or...is it simply that the writers have detuned him a bit over the course of the remaining Avengers movies and D+ spinoff?

Compare to his role in the first three Captain America movies, his role here is not an upgrade. And I even liked his small role in Brave New World. Here in Thunderbolts*, completely overshadowed by Yelena*
