Regardless. BOF printed the rumor that he was British (along with other news about the plot). Not to long aftewards, another website posted the same news, only British had been changed to Russian. I'm assuming the second site got their countries mixed up while reposting the story.

Besides, British just fits Penguin's character better. He seems like more of an upstanding British type businessman, and a British accent would totally fit him. And once again, Cobblepot. I'd hate for them to change the characters name.
