Defining sexy is up to everyone. But I'll go with Catwoman, Zatanna and Black Canary (the old version not the current one).
Most of the DC girls are sexy if you ask Ed Benes to draw them. But the top sexiest are those 3.
Powergirl is not sexy, she's just sexualized. Just like Star Sapphire.

Edit : On very old and childish, subconscious level, I always thought Halo, the blonde batman's Outsider girl with her 80es suit was very hot.
