I agree, a Batman-Gordon procedural show would be much better, critically and commercially, than Gotham Central, because of the context. It wouldn't be the only cop series in a sea of superheroes, it'd be the only superhero series in a sea of cop shows. And if the superhero is just supporting cast... empty promises.
If it was done, though, for budget reasons, costumed criminals and gimmicks would need to be saved for season-long big bads, with just a few episodes dedicated to their reveal and the ensuing conflict, and lots of clues dropped along the way. I really think this should should happen, because it offers a superhero procedural, and with procedurals of every shape and size coming out, including some superhero procedurals in development, this one kind of writes itself.
That said, it simply won't happen, because of the potential box office danger. No one's going to put a billion dollar franchise in jeopardy.
I could also go for a young Bruce travelling the world road show, but road shows are rarely successful, my favorites were the Pretender and the more recent Undercovers. Even shows that use a lot of international locales, like LOST and Heroes, still center around a few central locations and then travel, narratively, to other places from the island, or from New York.
Perhaps a young Bruce Wayne could be based in Gotham, or be having flashbacks from Gotham.
