Fassbenders Magneto is the reigning champ.
Followed by MCU Loki.
Norman Osborn- hated the GG costume but love Dafoe's performance.

Jigsaw is an honorable mention? I admit I haven't seen War Zone, but I find it hard to accept Jigsaw next to the other three.

Also surprised Fassbenders Mags > McKellan. But that could be due to X3, or since First Class is more recent.

Ian Mckellen's Magneto is a def favorite for me,

Loki is a nice up and coming one. If he wasn't so whiny he would be in first place LOL
 
I also thought Kevin Bacon's Sebastian Shaw was a rather menacing, intelligent villain.
 
Magneto is still the King to me. No other performance has been as enduring, nuanced and threatening.
 
The last Avengers Movie made me like Loki because he is the type of villian that was not insanely strong, and not exceedingly evil, but he somehow gave the avengers a run for their money. He is a very interesting villain.
 
McKellen's Magneto and Molina's Doc Ock for me. There's no competition.

I should really get around to seeing Fassbender's Magneto, as I haven't seen First Class yet, but Ian McKellen's good enough for me.

I kind of wish that Red Skull had a bigger role in Captain America, but I look forward to seeing him return in future sequels!
 
Ian McKellen's Magneto remains my favourite, he was simply the best thing about the X-Trilogy. Beyond that I just can't rank Fassbender, Molina and Hiddleston, all of whom were exceptional.
