With the revelation that Jeremiah Arkham was Black Mask, how long has he been Black Mask? Has he been Black Mask since his return about 5 years ago? Did Roman Sionis ever return from the dead (outside of Blackest Night)? Was Arkham the one who killed Stephanie Brown? Was behind War Games, Under The Hood, etc?

Nah this new Black Mask made his debut in Battle for the Cowl. The ones you previously mentioned we're all Roman Sionis' doing to my knowledge.

How long has Arkham been Black Mask? After R.I.P events pretty much. Where he got shot and dumped away. Now we don't know whenever or not he just went fully nuts and created the Black Mask identity, or are Dr. Death and Hugo Strange MAKING a Black Mask as a form of "leader" to their crime gangs, where they actually are the real puppet masters of the show pulling the strings.

i think it's a bit of both drz, as the arkham reborn mini clearly showed arkham's desent into insanity but he has never been shown to be a mastermind character on any level so i'd have to assume that someone else was pulling his strings as black mask.
