Only read each page once - but I have some ideas.
Chuckles/Grumpy, etc. Reminds me of the Jokerz gang from Batman Beyond. I think the names were not chosen for random - they are clearly working for the Joker, but perhaps they are even "themed". It would fit in the "Freaks v. Normal Crime" idea.
Gannon/Prosecutor = Dent = Happy Norman. The Gannon bit was pure incredibility, I loved every word.
Kennedy = Wayne
James/Chief Scene: I think perhaps the Batman is blamed for the actions of the "Vigilantes".
Vigilante: I wish it was the Huntress - but the script clearly indicates it is a guy, as well as being a mere bit part. I like the idea of Nolan usin the Sons of Batman though.
I really like the fact that it seems the Joker is less worried about Batman himself, but more interested in the effect he has on the city. I think that 'Joker', Brian scene is an indication of that.
I also like getting to meet the different aspects of the GCPD. Batman fights crime, it is only natural that the police would play a major role in whatever exploits is he involved with. Every police character seems to have a bit of a different personality - which is clearly a good thing.
Did I mention the Gannon scene? Pure genius.
I like the bit changes to Maroni. He seems to of fully taken on TLH Falcone. He hold power over the banks, he is the one Dent is aiming at, etc.
That bit about remembering is Smile - that was incredible.
The Joker is causing enough chaos to bring in the National Guard? Brilliant! A move normally reserved for Natural Disasters, a sign of the city facing a true crisis. Very good.

Did the Huge Tattooed Prisoner remind anyone else of Bane?
