I'd actually go outside the box in terms of physical traits of Penguin and go for someone who's more of a physically imposing mob enforcer type build much like Al Capone or Tony soprano.

Not saying a 6 foot musclebound guy, but a bigger body frame , brawler type guy as opposed to the shorter , weaker, all fat, soft, type versions we've seen in the past.

Someone who dresses dapper with the cunning and intellect , but who's clearly gotten his hands dirty and is clearly feared in the underworld.
