The new 52 correctly ditched them in the comics finally. It looks terrible. Beyond silly.

But it’s not just a gray blob LOL and no that’s not a legitimate excuse. That’s not why they did it that way to begin with. And yes, it looks stupid. I tend to think the need to break up the color scheme is more a thing of the two dimensional art form of comics, particularly back on the he days before digital coloring. Now, with the textures and ability to add cloth and armor panels and such to a costume, as well as simple depth via shading and lighting, there’s not as much need there.Does it have to look menacing? It was meant to visually compare them to people who were known for their strength and such. When people make fun of it, imo, it comes off ignorant of why they were there in the first place.
Is it necessary today? No. It doesn't have the same effect today that it did back then. Should it be in the new film? No, since it's not set in the 40s, i don't think it should be. But was it a viable design when it was made? You bet it was. Does it still look good? I think it does.
