More recently, I just watched Public Enemies and thought the shoot-out at the Little Bohemia was a great action scene.

Yeah, Team Bale vs. Team Depp was epic. Especially the shot where Purvis is hanging off the side of the car and shooting the Tommy Gun one handed and the whole is being lit by the muzzle flash of the gun.
 
If it's in T2, then it gets my vote; future war sequence, canal chase, cyberdyne attack :)
 
The heist and shootout in Heat deserves another mention. It reminds me of that line in Anchorman about the news teams' massive fight in the street escalating quickly. But still, it was brilliant.

It was a great shoot out, and that scene you mention with Bale on the side of the car was cinematic gold!
 
The Pre Crime police chasing Anderton in the alleyway in Minority Report. That and the car factory. And I always loved when Cruise gets out of his car on the moving road.
