i have written a constitution for the Hype. if you think this should be approved, vote Aye, if not, vote Nay
Preamble
We, the people of the SHH Message Boards, in order to form a more perfect Hype, establish firm rules, insure equality for newbies and oldbies alike and secure the power of the Moderators unto the people, do ordain and establish this Constitution of the Super Hero Hype Message Boards International.
Introduction
All rules established in ammendments I-X are established forever unto the Hype when majority passing votes are recvieved. With power vested to the mods to enforce these rules as they see fit. No ammendment may be removed, changed, added or replaced without a majority vote from all participating.
Ammendment I
Excessive language is not tolerated. Inappropriate language is automatically filtered. Bypassing the filter may result in either a warning or automatic probation. Repeated violations of this rule may result in account banning. Pornography is not allowed either in picture or written form. In pictures, showing the female nipple or the genitalia or bare buttocks of either sex with no thong or g-string is considered pornography. Violation of this rule results in a warning, probation, or banning depending on the material and situation.
Ammendment II
Spam is defined as posts that are inconsistent with the other thread or forum dialogue. Spamming may result in a warning or probation. Continued spamming may result in banning. Trolling is considered the starting of a thread or posting in an established thread or forum for the express purpose of ticking off as many people as possible that would normally be reading that thread or forum. Trolling can result in a warning or probation. Continued trolling may result in banning. Any excessive fighting or heated arguing between any number of posters that includes harassment of any kind may result in the closing of the thread, warnings issued to all involved users, probation, or possibly banning.
Ammendment III
The length of probation is up to the admin/mod taking action at the time. Typically seven (7) to ten (10) days for initial infractions. For major infractions, the account may be under probation for longer periods, or banned immediately. For returning to the boards after being banned and continuing to break the rules, you may either be banned again, or have your IP banned and/or your IP provider may be contacted. If you are on probation, you may not post under any account for the amount of days for which you are on probation. Violation of this probation will result in the permanent banning of your ORIGINAL account (permanent loss of entire post count, avatars, etc.,) and an extension of your probation to your NEW name. Continued violation of this rule may result in IP banning. If you are permanent banned, you may not return to Hype. Note: the Administrators and Moderators can tell if you hold more than one account.
Ammendment IV
If multiple rules are broken by a single user, that user account may be put under a prolonged probation period or banned.
Ammendment V
During contests on the Hype, such as Deathmatches and Presidential Elections, no user may register during the duration of the contest with the intention of obtaining additional votes for himself, nor any other candidate. Violators of this will have the extra vote removed and/or punished as the mods see fit.
Ammendment VI
In the event of a tie during a Deathmatch or other such contest, the mod with the most posts online at the time must cast the deciding vote, even if he/she had already voted.
Ammendment VII
In the event of a large scale attack on the hype, (bots spamming multiple boards, etc.) users will be asked to maintain silence, except via PM, until the mods resolve the problem.
Ammendment VIII
Oldbies have only limited privleges over newbies, such as avatar, signature and custom title. Harassment of newbies, by oldbies will NEVER be tolerated, and will result in at least 3 day probation depending on the severity of the harassment.
Ammendment IX
Mods are not all powerful and must NEVER abuse their abilities. Simply banning another user because of personal dislike or spite, or letting a friend bypass the rules without punishment, will not be tolerated and will result in a suspension of some of the mod's privleges.
Ammendment X
Major events, such as Elections, must be either posted by or authorized by a mod or admin. All posting by members of the hype is entirely free and cannot be restricted by the mods except by banning.
