There's a difference between Doc Ock and Sandman. Doctor Octavius was a scientist poisoned by his own arrogance. The robotic arms were corrupting his mind just to sustain themselves. When Doc Ock finally regained his humanity, it was a fitting end for him to literally die with his ambitions.
